The Howard Street Tunnel in Baltimore has been expanded to accommodate double-stack rail containers, completing a long-delayed infrastructure project on the Baltimore-Philadelphia I-95 rail corridor. The physical work is done and the tunnel is now open for use. Officials project the change will bring 160,000 additional containers per year, more than 1,000 jobs, and $1 billion in annual economic activity, but those figures are forward-looking estimates, not measured results.
